Return To Duty Process

The Department of Transportation (DOT) return-to-duty process is designed to ensure that employees in substance abuse-related incidents are provided ample opportunity to seek treatment and successfully return to duty. The policy applies to all DOT-regulated modes of transportation, including air, rail, highway, and water. Under the policy, any safety-sensitive employee involved in a substance abuse-related incident must be removed from all safety-sensitive duty and referred and evaluated by a Substance Abuse Professional (SAP).

Failed DOT Test?

When a positive drug test is reviewed and verified, employers will receive notice from a Medical Review Officer (MRO) about their employee’s results. Once a drug test result has been reported by the MRO, this result is final. The employee will need to complete an SAP Process before they can return to duty.

Initial SAP Evaluation

 SAP evaluations or substance abuse evaluations are face-to-face clinical assessments aimed at determining what type of treatment, education, or solution the employee in violation would need to resolve their alcohol or drug use problems. 

SAP Recommendation

Based on the evaluation, some recommendations may include education programs and aftercare. This could consist of DOT education courses, self-help groups, or individual counseling if education is recommended.
